Flexible Operation and Resilience Enhancement of New Power Systems
“新型电力系统灵活运行与弹性提升”

High shares of renewable energy driven by carbon-neutrality goals are transforming power systems into low-inertia, uncertainty-dominant networks. Meanwhile, increasingly frequent and severe extreme weather events amplify outage risks and cascading failures across interconnected infrastructures. These trends make flexible operation and resilience enhancement essential to ensure reliable, secure, and low-carbon electricity supply. This session focuses on methods, technologies, and market/control mechanisms that improve operational flexibility under variability and strengthen grid resilience against disruptive events.

Topics (Including but not limited to)  

  • 1. Flexibility-oriented unit commitment and real-time dispatch with high renewables
  • 2. Reserve sizing and fast frequency response for low-inertia power systems
  • 3. Weather-driven outage modeling and risk-limiting operational strategies
  • 4. Resilience metrics and quantification for extreme-event performance
  • 5. Restoration and service recovery scheduling (black start, load pickup, network reconfiguration)
  • 6. Coordinated operation of DERs/microgrids for islanding and critical-load support
  • 7. Flexibility from storage and EVs (charging control, V2G dispatch)
  • 8. Robust/stochastic optimization methods for renewable and load uncertainty

Organizer: Dr. Yuxiong Huang, Xi'an Jiaotong University, China

Huang Yuxiong is an assistant professor at the School of Electrical Engineering, Xi'an Jiaotong University. He received his bachelor's degree in 2017 and his doctoral degree in 2022 from Xi'an Jiaotong University. His research focuses on power system reliability and resilience, and the application of artificial intelligence. He was selected for the "Young Talent Support Project" of the Chinese Society for Electrical Engineering. He has published over 50 academic papers, applied for over 20 invention patents, co-authored 2 monographs and 1 standard, and presided over more than 10 projects, including projects funded by the National Natural Science Foundation of China, sub-projects of the National Science and Technology Major Project, and the National Postdoctoral Researcher Support Program.


Invited Speaker: Assoc. Prof. Kai Hou, Tianjin University, China

Kai Hou received the Ph.D. degree in electrical engineering from Tianjin University, Tianjin, China, in June 2016. He is currently an Associate Professor with the School of Electrical and Information Engineering, Tianjin University, Tianjin, China. His research interests include reliability and resilience assessment of electric power and integrated energy systems. Dr. Hou has published more than 30 SCI papers with first/corresponding authorship, including several ESI highly cited papers. He has authorized more than 20 national invention patents. He hosted multiple scientific research projects, including 2 NFSC projects. He won 2 first prize of Provincial Science and Technology Awards, and has been supported by the Young Elite Scientists Sponsorship Program from CSEE.

Invited Speaker: Assoc. Prof. Runjia Sun, Shandong University, China

Runjia Sun serves as an associate researcher at School of Electrical Engineering of Shandong University. His research topics mainly focus on the power system resilience and restoration control. He has acted as a Principal Investigator of 4 research projects from MOST, NSFC etc. He has published more than 30 technical papers in renowned journals and conference proceedings. He is a treasurer of the IEEE PES Jinan Chapter and secretary of the AC/DC Hybrid Power Grid Safety and Stability Analysis Subcommittee, IEEE PES Power System Dynamic Performance Committee-China Satellite Committee. He works as a member of IEC SC 8C working group 7.

Invited Speaker: Dr. Zhenfei Tan, Shanghai Jiao Tong University, China

Zhenfei Tan received the B.E. and Ph.D. degrees in electrical engineering from Tsinghua University, Beijing, China, in 2017 and 2022, respectively. He is currently an Assistant Professor with Shanghai Jiao Tong University, Shanghai, China. His research lies in the electricity market, distributed energy resource aggregation, and coordinated optimization of hierarchical power networks. He has published more than 40 SCI/EI-indexed academic papers and has been authorized 16 patents. He was funded by 2 projects of the National Natural Science Foundation of China. He won the Best-of-the-Best paper award of IEEE PES General Meeting, the CSEE JPES Outstanding Paper Award, the Gold Award of the Geneva International Invention Exhibition. He serves as a Young Editorial Board Member for Energy Conversion and Economics and Electric Power Construction. Furthermore, he has been recognized as an Outstanding Reviewer for several journals including IEEE Transactions on Power Systems, MPCE, CSEE JPES, and Proceedings of the CSEE.

Invited Speaker: Dr. Zhenzi Song, Northeast Electric Power University, China

A lecturer at Northeast Electric Power University, specializing in the research of electric-carbon coupled operation, market and planning of power systems, and the integrated application of carbon capture, utilization and storage (CCUS) technology in energy systems. Participated in several national-level research projects, including the National Key Research and Development Program and the National Science and Technology Major Project for Smart Grids. Published over 10 SCI, EI, and international conference papers in recent years. Serves as a reviewer for internationally renowned journals such as IEEE TSG, IEEE TIA, IEEE TEMPR, Applied Energy, and IET GTD.

Invited Speaker: Dr. Jing Huang, Sichuan University, China

黄晶,四川大学电气学院讲师,博士毕业于西安交通大学电气工程专业。主要从事新型电力系统规划与运行优化、电动汽车调度与市场机制设计等方向研究。主持国家电网科技项目1项,参与国家自然科学基金及省部级科研项目多项,发表期刊论文十余篇,其中以第一作者发表《IEEE Trans on Smart Grid》3篇、《Electric Power Systems Research》1篇、《电网技术》等EI检索论文5篇。

 

Invited Speaker: Dr. Guoteng Wang, Zhejiang University, China

Wang Guoteng is a researcher at the College of Electrical Engineering, Zhejiang University. His research focuses on HVDC transmission technology, power system stability analysis and control. In recent years, he has led several National Natural Science Foundation of China projects, and enterprise science and technology projects. He has been selected for the China Association for Science and Technology's Young Talent Support Project and the National Postdoctoral Researcher Support Program. He has published/accepted more than 10 SCI journal papers as the first author. He serves as a youth editorial board member for the international journals "Clean Energy Science and Technology (CEST)" and "Energy Conversion and Economics." He has won one second prize of China Electric Power Innovation Award (ranked 2nd) and one third prize of China Electric Power Science and Technology Progress Award (ranked 5th).

Invited Speaker: Assoc. Prof. Rui Jing, Xiamen University, China

景锐,厦门大学能源学院副教授,斯坦福全球Top 2%Scientists (2023~2025)。从事综合能源系统管理平台开发、城市能源大数据与气候韧性等研究。主持国自然科学基金青年项目、福建省引导性项目、广东省面上项目、中国气象局、国家电网等企业委托项目8项。担任《Applied Energy》《Advances in Applied Energy》《Nexus》《中国电力》等期刊编委/青年编委,《Nature Energy》《Nature Communication》审稿人。发表SCI/EI论文80余篇,参与出版学术专著5部,曾获Sustainability 2023 国际碳中和奖、福建电力技术进步奖等。

Invited Speaker: Prof. Wei Gan, Huazhong University of Science and Technology, China

Gan Wei, Ph.D., is a Professor and Ph.D. Supervisor at Huazhong University of Science and Technology. His main research interests include planning and operation of advanced distribution networks and co-optimization of power and transportation networks. As Principal Investigator or Co-Investigator, he has led or co-led five research projects funded in China and the UK. He has published more than 20 SCI journal papers as first or corresponding author in leading journals in the field of power systems. He received the Outstanding Doctoral Dissertation Award from the China Energy Research Society. He serves as Editorial Board Member or Young Editorial Board Member for four SCI/EI journals, including Applied Energy and Protection and Control of Modern Power Systems.

Invited Speaker: Dr. Jianfeng Wen, University of Liverpool, UK

Jianfeng Wen is a research associate at the University of Liverpool. He received the B.S. and M.Eng. degrees in electrical engineering from the Huazhong University of Science and Technology, Wuhan, China, in 2018 and 2020, respectively. Then he obtained the PhD in electrical engineering from the University of Liverpool in 2024, Liverpool, U.K. His research interests include control and energy management of micro-grid systems, and optimization of coupled power distribution-transportation networks.

Invited Speaker: Assoc. Prof. Bingxu Li, Hunan University, China

Bingxu Li received his B.Eng. degree in Electrical Engineering and Automation from Xi'an Jiaotong University, China, in 2017, and his Ph.D. degree in Electrical and Electronic Engineering from Nanyang Technological University, Singapore, in 2022. From 2022 to 2024, he was a Postdoctoral Fellow at The Hong Kong Polytechnic University, Hong Kong SAR, China. Since January 2025, he has been an Associate Professor at the College of Electrical and Information Engineering, Hunan University, Changsha, China. His research interests include optimal control of distribution networks, demand-side management of electric power systems, and integrated energy systems.
